I agree with Marishka. I have used a number of different trunk bags over the years, but find the Topeak to be well made and it has the advantage of interchangibility of different sizes and easy removal. Many of the Topeak trunk bags have nice foldout panniers. They also have accessory rain covers. If you shop, you can often find very good prices on Topeak trunk bags and racks. For lightweight day riding, we use a Topeak rack that fastens directly to the stoker's seat tube. The bag is still a decent size and has small fold out panniers. It is big enough for a tool bag, supplies and folded-up light jackets.
If you are looking for a very good way to carry a fold-up spare tire, 2 tubes, and patch kit, look at the frame wedge sold by Nashbar. This tucks neatly in the frame under the stoker and adds virtually no windage. They come in two sizes, but the small one hold a 700 x 28 folding tire and two tubes. It looks like one of the sizes is currently on sale for $7 (it is made out of fairly heavy nylon guncloth) :

LOVE love love the Topeak line. You have to get a Topeak rack but then
there are many interchangeable bags to suit your ride/needs.
